El Pais / San José, 20 dic (elpais.cr) – La falta de quorum, este jueves, no permitió que los diputados votaran el proyecto de Ley sobre fecundación in Vitro (FIV), y quedará pendiente para febrero próximo, tras las vacaciones de la Asamblea Legislativa. Aunque se tenía previsto aprobar este jueves el proyecto para cumplir con una ordenanza de la Corte Interamericana de Derechos Humanos (CIDH), a falta de consenso para el proyecto de ley, varios legisladores se ausentaron del plenario. Para completar el quorum de 38 diputados faltaban dos, entre ellos algunos que dijeron desconocer un nuevo texto entregado a las tres de la tarde. La legisladora del Partido Acción Ciudadana (PAC), María Eugenia Venegas, en declaraciones a periodistas responsabilizó a la bancada del Partido Liberación Nacional (PLN) por la ruptura de quórum y calificó de “cobardes” a los opositores del proyecto, quienes se sintieron satisfechos por la suspensión de la cesión. Ante el rompimiento del quorum, el presidente de la Asamblea Legislativa, Luis Fernando Mendoza, levantó la sesión, y expresó que el reglamento permite esa acción. Sin embargo, se negó a responsabilizar a las fracciones y sus diputados por no llegar a un acuerdo. Añadió que en las próximas horas estará informando a la CIDH sobre lo realizado por la Asamblea Legislativa este año. La diputada del Partido Unidad Social Cristiana (PUSC), Gloria Bejarano, dijo, tras la sesión, que tiene la esperanza de que la CIDH, vea con buenos ojos el esfuerzo por parte de algunos diputados por presentar un texto sustitutivo, tras fracasar varias propuestas.
El País / San Jose, Dec. 20 (elpais.cr) - Lack of quorum, on Thursday, did not allow MPs to vote on the bill in vitro fertilization (IVF), that will be pending for next February, after the holidays of the Legislature. Although it was expected to approve Thursday the project to meet an ordinance of the Inter-American Court of Human Rights (IACHR), there happened a lack of consensus for the bill and lawmakers were absent from the plenary. To complete the quorum of 38 members was two, including some who claimed to know a new text delivered at three in the afternoon. The lawmaker Citizen Action Party (PAC), María Eugenia Venegas, told journalists she blamed the caucus National Liberation Party (PLN) by disruption of quorum and called it “cowardly”. Opponents of the project were satisfied by the suspension of the transfer. Before the break the quorum the President of the Legislative Assembly, Luis Fernando Mendoza, adjourned the meeting and said the regulation allows that action. However, he refused to hold fractions and their deputies for not reaching an agreement. He added that in the coming hours he will inform the Commission on the progress made by the Legislature this year. The deputy of the Social Christian Unity Party (PUSC), Gloria Bejarano, said after the meeting she hopes that the Commission see welcomed the effort by some members to present a substitute text, after failing several proposals.
